John’s Accomplishments

While crime plagues other counties like never before, under John’s leadership, the Oregon State Police reports Clackamas County has now become the safest of all Oregon counties with more than 100,000 residents, and has five of the top twelve safest cities in Oregon.

Experience

John brings nearly 30 years of experience, having also successfully prosecuted some of Clackamas County’s most dangerous offenders --- murderers, rapists, domestic violence offenders, and child abusers.  Our safety is his top priority.

Advocacy

John has successfully lobbied the Oregon legislature to prevent reducing sentences for violent offenders, and greater protections for sexual assault, domestic violence, and elder abuse victims. In 2023, the Legislature adopted John’s proposal to close a loophole in the criminal law that protected doctors who sexually abused their patients.

Leadership

  • In just 3 years as your District Attorney, John has attained a prominent role as the Vice-President of the Oregon District Attorney’s Association.

  • John is an innovator and leading Oregon in adopting efficient technology. He is one of only two District Attorneys in the country to integrate the office’s PbK case management system with Mark 43, the police agencies’ report writing program, enhancing accuracy, consistency, and efficiency in the criminal justice process.

  • Increased staffing levels --- including five prosecutors --- needed to provide crime victims the excellent level of service they deserve. 

  • Drug abuse is a community issue that deserves solutions and action.  John brought Deterra drug disposal bags to Clackamas County to keep unused household drugs falling into the wrong hands, and our valuable water system.  

  • Because the best-trained staff produce the best outcomes, John has increased training opportunities and expectations to make sure Clackamas County is served by the best lawyers and staff in the state.

Transparency

  • Led all local law enforcement agencies to enact cutting edge investigative protocols for officer-involved shootings, domestic violence, and human trafficking.

    – Presents all officer-involved critical incidents to a grand jury for community review.

    – Posts all officer-involved critical incidents after-action reports on the District Attorney’s website.

  • The District Attorney’s website provides crime victims up to the minute information regarding their case’s status; the only District Attorney’s website in Oregon to do so.

Compassion and Empathy

Having spent almost three decades prosecuting crimes of violence, John understands the trauma victims and their families endure.  Which is why he:

  • Brought the National Vicarious Trauma Initiative to the District Attorney’s Office.

  • Trains regularly on the effects of adverse childhood experiences on the criminal justice system.

  • Surveys victims of violence regarding their experiences with his office to continually improve the services his office provides.

Community Engagement

  • John volunteers on the Board of Directors for both Parrott Creek, and Clackamas Children’s Center.

  • John has strengthened his office’s commitment to partnering with and serving A Safe Place, Oregon’s first Family Justice Center, a valuable resource for victims of domestic and sexual assault.

  • The District Attorney’s Office is now a community-facing department and attends community events such as the Clackamas County Fair, National Nights Out, and public safety fairs, all to bring a higher level of awareness and engagement to those we serve.
